[NAGDU] Southeastern Guide Dogs Ownership Agreement

I did not vote against that resolution because I am afraid of standing up to agencies for the blind. I had my reasons for voting against it so please don't paint everyone was such a broad brush. We can disagree without being a frayed of blindness agencies.
