Hey Tracy - no all vets have had the extra training and certification to fill out the usda forms.
My advice, call your usda office and ask for a list of vets, who are on record.
If a vet, who's not on record fills out the international health certificate, the usda office will send you away and have someone else fill it out, who's on their list.
Let them know that you have a hard time maneuvering the page and you need them to send you the PDF or a list of vets.
Nowadays the vets can and are supposed to fill it out online.
They then print it out and you physically visit your usda office for them to sign and stamp it.
I'm giving you the aphis link here:

https://www.aphis.usda.gov/aphis/pet-travel/pet-travel-info-and-guidance-document/steps-to-obtain-intl-health-certificate

It's a bit challenging to maneuver.

Best to you, sonja and chief :)

Were do I get the actual form to fill out for the EU health certificate? I
asked my vet, and they expect me to bring the form with me. I see tons of
guidance on the USDA site, but can't find a link to the actual form.

Thanks.

Tracy
