Hi Rachel :)
I taught chief to stay on his mat at poolside or on his mat next to a starting block. 
He's usually not tied. 
But you can also tie your dog to the starting blocks. 
I'm using the mount bachelor pad by ruffwear since the bottom is water proof and the top dries super fast.
He's out of the way and in the shade.
When I swim, he rests on his mat til I'm done.
People love him there, because he's so patient and won't let anyone distract him.
