				I can guarantee you the parents aren't there. Parents interact with their kids and/or talk with each other. Nothing from the parents means the kids are running around loose. The parents may not know this isn't allowed, in which case local law enforcement can educate them. That is one of the things they are paid to do. CPS can do likewise.

I think that you said that you had tried to get in touch with your landlord about this...Have you spoken with him/her yet? Obviously, these parents would have had to have some sort of communication with the landlord, so I would honestly try to learn more about them and get a message to them through the landlord if possible.

Normally, I wouldn't condone being mean to children, but in this case, it may be the only option to keep you safe for now. If you do that, however, it would still probably be a good idea to talk with your landlord, as this could cause some major issues if the kids' parents or other neighbors see or hear you interacting with the kids that way...

I don't know if I would call CPS or law enforcement unless I am sure that the parents actually are not watching their kids. They may be just quietly observing them from their porch...But if you are sure they are unsupervised, you may want to consider calling, as this not only poses a danger to you but also to the kids.

I am sorry that there is not an obvious and easy solution for this.
