Cindy, generally the dog are small and pea very little. So it makes no sense
to keep changing them out every time the dog uses them. 

Probably if you catch some of the pea and smear it on the pad, your little
dog will use the pad. I think you are supposed to keep them in the same
place, so get a larger plastic liner oversized of the pad. This way the
smell won't go in the carpet or whatever the pad is on. Plus sometimes dogs
miss and the plastic  should help with clean up. 

It would get so cold when I lived in Erie PA and I had to walk the dog way
behind the building to relieve, I often thought of letting the dog pea in my
bathtub. I had water to wash out the smell and poop could be easily flushed
down the toilet. I had cleaning supplies to keep the smell out. Well I
seriously thought of doing this after I heard some let their dogs relieve on
cruise ships in the shower.

Fisher would need several of them on his big pee days. I've heard of people
using them. Aren't they disposable? Why would the house smell like pee then?
I wish I could get my little dog to use one. Of course I haven't tried it,
but it wouldn't be easy.

My sister-in-law uses a potty pad for her tiny dog.  She gives him treats
when he uses it, so sometimes he pretends.  Pee-air.
But, to be brutally frank, her place smells a bit like dog pee, and I think
it's because of the pads.  Could be wrong about that, though.
My Krokus pees a river most of the time, so I'd need a monster pad, if I was
going to use one.
