I would suggest that you email them at least 72hours before departing, in subject field traveling with guide dog and in the body of email flight details that is flight number, and time of arrival you will arrive into terminal two in Dublin, you will receive a email from the department letting you know, that you will be met by one of their staff and your appointment, they are fairly good in appointment times as they know that people do not want to stay around airports when they arrive into  a country.I hope this information will help you on your journey to the Republic of Ireland and the United Kingdom next year.
