It mainly happens in the parking lot when he comes in from park and coming back from the bus stop.

I know it’s tough with the strong willed dog who is always ready to go. You’ve only been home 3 weeks though so please understand that though this is annoying and yes, potentially dangerous and should be dealt with, it’s also fairly normal as your dog learns his place in your world. right now you are the guy giving the corrections. Be sure that you also give praise at a point past the distraction or just when he’s doing things well. You may already do this and yay, you. 

I’d also contact the school and talk this over with an instructor for more tips but here’s what I’ve done with my hard driving dogs over the years. 

Daily obedience, even for a few short commands, with tons of praise and yes, even food rewards, make you the good guy worth paying attention to because something good might happen. I don’t know if Tse teaches the Touch command but if they do, or if they use a different way to use yourself as a target, get him to do this during obedience and then out on the street at random times. He should get a treat or serious praise he likes every time he touches your fist or whatever targeting thing you were taught. This command can really come in handy when he’s being distracted by people. It does have to be used with some forethought though so he doesn’t learn that distracting then quickly touching you gets a reward. 

Hope that helps. Been there, had that dilemma, occasionally still do. 

Oh, and find out what kind of praise really makes him happy. Yes, it might be verbal. It also might be a neck scratch, even a butt scratch or chest or chin rub. My guy loves a neck scratch so that’s his typical praise, sprinkled with the odd food reward.
