You are reading the release correctly. In fact, we are not even required to carry any sort of documentation other than a rabies tag issued by a municipality and, as the release so states, only required to show this "in some cases".

I may have to read this article again, but I think for the most part it doesn't even require us to show a form; it said we were strongly encouraged to have it with us at all times?

It's not clear to me that Delta will accept a rabies tag as proof of current vaccination. Was this mentioned as a viable option when you met with Delta?
When I called Delta's Disability Assistance Line, I was told that the rabies tag was not acceptable.
This seems to be in keeping with Delta's web site that says:
"You may submit a copy of vaccination records in lieu of the Veterinary Health Form as long as the vaccination dates and veterinary office information are included."
Delta's actual Veterinary health form also states: "You may submit a copy of vaccination records in lieu of this form as long as all of the below information is included:
vaccination dates and veterinary office information."
On the other hand, Delta's press release says:
•In some cases, customers with a trained service animal may be asked to show the animal's Veterinary Health Form and/or an immunization record or other proof that the animal's vaccinations are up to date.
So then the question becomes what "other proof that the animal's vaccinations are up to date" will be accepted. I confirmed with Delta that they will accept the report that vets issue which shows date of a rabies immunization and any other services that were provided on that visit as long as the report includes the vet's office info.

My vet no longer issues the rabies tags, either. The issuance of the tags by veterinarians is only a convenience many vets have chosen to discontinue due to the additional paperwork involved. The ultimate authority for the issuing of rabies tags is hgenerally under the jurisdiction of the county or other municipality in which you live. My county - Hillsborough County, Florida - offers these tags by mail so peple do not necessarily need to go to the animal services center to get them.
