Could there be a way all paper work could be done where nationally all 
air lines would know the status of the animal?
Then you wouldn't have to show everything all of the time until you got 
a new dog?
Where all vets would have to sign the paper work, where if they told a 
story out of line they would lose their practice if they got caught?
I don't see how folks could fake this one.
Even the pet dog has to have a license?
