Wow I don't blame you for the stand you are taking.
I was shocked when my friend in Montana had to go to her vet to get the 
correct paper work.
When Delta shared they would start this in March.
You are two states down from montana.
Wishing you the best in traveling.
I also have friends who are saying, after this dog they wil not get 
another one.
It is sad when the seniors have worked with schools for years, that 
they want to back away because of all of the hoops one must jump just 
to enjoy a trip.
