I am in the same boat with Sully and could have copied your story pretty
much word for word!!  

Last summer I was at a farmers market with Sully when a 10 pound yappy dog
came up from behind Sully and started barking, growling and got in his face.
I had him sitting right next to me because I had stopped to look at
something and had my arm through his leash.  The other dog was on a
retractable leash, and honestly it scared the daylights out of me too
because Sully reacted in a very aggressive way.  I got the other dog away
from him and told the lady to get her dog away from us.  Not kidding, about
20 feet further the exact same thing happened with the same dog.  Ever since
that day he has reacted to any dog we come across.  My school (OCCUPAWS) was
told of the situation and they told me a few things to try with him but the
problem just got worse.  One of their trainers came and saw it happen with
him(we set him up with a friends dog) and he told me at that time once that
behavior starts it is about a 99% chance that you are not going to break him
of it.  I was heartbroken because he is an absolutely fantastic guide dog,
but that one situation pretty much ruined him.  I have tried the GL, perfect
pace and the pinch collar and none of them work.  I just recently decided to
retire him, and he isn't even 5 yet.  I am not blaming my school because
they did try different things with me, but like the trainer said, I can't
break him of that aggressive behavior once it starts.

Oh, I forgot to add that Belto was very nearly attacked at a farmers market
a few weeks ago and that is when he started odd behaviors.
