The person i spoke with that the TSA told me that from your disability 
akes removing or putting on your shoes a problem then you can keep them 
on.  So for example blind people who's only disability  is blindness can 
remove their shoes. People with disabilities that make dressing 
problematic, such as cp or other issues, can keep them on. However, if you 
keep them on, they will wipe your shoes down like they do with your hands 
and inspect them which is fine with me.
