Jenine is correct.  Unless blind or visually impaired travelers cannot
remove their shoes because of a disability or medical condition, TSA
requires that they remove their shoes, unless, of course, that person
has PreCheck, or Global Entry.

It is more important to look at how rules are applied than at how you
think they are written.  One day, with the right TSA agent, insistence
on your own interpretation will cause you to miss your flight.

    "Shoe removal has been mandatory for quite some time now. ... The
    only exceptions for shoe removal are:

      * Passengers 12 and under

      * Passengers 75 and older

      * Members of the Military

      * TSA Pre✓^® <https://www.tsa.gov/precheck>/Global Entry
        Participants
        <https://www.cbp.gov/travel/trusted-traveler-programs/global-entry>

    All other passengers must undergo shoe screening and passengers with
    a disability or hindering medical condition _who cannot remove their
    shoes_ can be screened usingalternative methods
    <https://www.tsa.gov/travel/special-procedures>.

    TSA’s objective is to mitigate risk in a way that ensures security
    measures while both promoting the safe movement of people and
    commerce and guarding against a deliberate attack against our
    transportation systems.
