[NAGDU] Off leash dogs! What can I do?

good morning Andy,
The first thing you need to do is find out if your county or town has a 
leash law. If it does find out where the people live who let there dogs 
loose and contact animal control. You can also call them to find out if 
there is a leash law in your town or county. If there isn't you need to 
meet with your Legislator and Senators to ask them to put a bill in. We 
have one in my town and people do get fined if they are caught. We also 
have a law that no other dog is to interfere with a guide dog. I had an 
incident a few years ago with my dog Anna who is now retired. we were in 
LOWES with a friend and she spotted a man with two huge lab. When they 
spotted Anna they started to pull him and he was having trouble 
controlling them . I went to a different isle as my friend spoke to the 
man. He stated his dogs are allowed in the store and they are on leash. 
In the back of the store I was being helped by a sales person when the 
man went to the back to look for his wife. Again the dogs were pulling 
to get to Anna and it wasn't friendly noises both were making. My friend 
again spoke to him and his wife said our dogs are friendly. Not the way 
they were acting. I told the salesperson they should be asked to leave 
as I was very uncomfortable with the situation . I was told by the store 
manager that LOWES and HOME DEPOT are pet friendly stores and the dogs 
didn't do anything to my dog. I said yes because we avoided them but the 
man had trouble controlling them . what if those two dogs broke away 
from him. My dog wouldn't stand a chance. Anna is a very friendly dog. 
My new dog Hedwig is too. Now I carry spray with me just in cast. If I 
ever had to use it I would stand in front of my dog while I sprayed it.
