In some jurisdictions it is illegal to feed wild animals in order to 
discourage coyotes, rats, raccoons, opposums, & etc. Your wildlife 
agency may be able to investigate. If you suspect poisoning, perhaps 
your animal protection agency and, or animal welfare organizations may 
assist.
