Freedom Guide Dogs does exclusively home-town training. Other programs do some of this on a limited basis, as well, but is more the exception than the rule.

Not sure who’s doing it down here but a friend told me he got in-home training in Tampa, though he had to stop for personal reasons, but apparently that’s a thing now.
