[NAGDU] dog ownership

Hasn't Seeing Eye found that middle ground? I haven't had to use a field
rep, but have called the school a couple of times and found them to be
helpful. They did say that they would be willing to send someone out if
needed. I heard that they  cut back their field staff a while back and am
not sure how much that affects wait times, but this is a separate issue to
ownership.
