Exactly Rox and Tracey. 
I don’t think the programs ever will since part of their business model is getting people to think the guide dogs have the rights. 
I’d also like to know, are the businesses selling paperwork and the like frauds, or are the *people* or some of them at any rate, frauds? There is a difference.

I know this is totally not the point of the email.... but...
One of these days! The programs will stop saying things like "grant access rights to guide dogs" and instead accurately say something like "Grant Public access rights to people who are blind with their guide dogs." Words mean things. Dogs don't have public access rights.
OK I'm setting my soapbox on fire and going back to my corner.
