[NAGDU] Guide dog schools and puppy raisers

I think the school's puppy department should be contacted directly to get their policy on this.  The puppy raisers are typically volunteers and may or may not be very familiar with blindness.  They also may or may not be knowledgeable about the school's official policy. They are representing the school though and should not be misrepresenting the school's policy or beliefs about puppy raisers and the capabilities of blind people, but that is a seperate issue.
