To our  knowledge, there has never been an ordinance in Oceanside allowing dogs on city beaches.

> The North Harbor Beach is currently the only easily accessible beach in Oceanside-  adequate disabled parking, flat access to the previously mentioned amenities, and a flat sandy beach from parking lot to the ocean.  Off leash dogs in unfenced areas pose a significant challenge to individuals who rely on service animals to help them enjoy public shared use areas like beaches and parks.
