Josh, I suppose you could call the schools and ask them. You might have
better luck at smaller programs that are not necessarily guide dog related.
For example, some programs please service horses. They are very small and
are not super well-known. I will do some digging and try to find some
programs that might be able to provide information on guide horses. Also,
if you are on Facebook, there is a guide horse group as well. Mostly
everyone I know of that has service horses. They have been trained
privately by the handler or by a horse trainer.  I am from Indiana and we
have a lot of Amish around us, so I often see a lot of work horses around,
but as far as I’m aware, no one around me has cut horses. I don’t see why
they couldn’t train a horse to be a good horse, it is just that you cannot
fly with him currently, and, as others have said, the ADA does not
guarantee you equal access, because certain facilities, no matter how well
intentioned cannot accommodate a horse in their place of business.  I am
not familiar with horses, I don’t own one, so I don’t know what it is like
to have a horse, but I can’t imagine, living in the city would be practical
for a horse. But then again, everyone thought for a long time that dogs
can’t go into public, and they can’t be trained to guide blind people/
Assist others with other disabilities, and it was done. I know that one of
the guide dog schools used to make their harnesses by an Amish leather
worker, perhaps they might be able to get you in touch with some Amish
people who could answer your questions. I am only speaking about the Amish
because of their connections with  Working horses, and leather work, etc.
Also, I have heard of a blind person who has taught their horse various
commands and can drive their horse as long as they know the path that they
are familiar with. I am realize this is not the same thing, as the person
is obviously riding a horse, and not having a guide them, but , as you have
mentioned, previously, it has been done in the US.  Also, there are some
teams in the UK as well they might be able to assist you. Gretchen
