Hi Gretchen,
I'm confused by what you said. So I'll start from the beginning.
The gentle leader (gl) has 4 parts:
1. the part that goes around the neck immediately behind the ears.
2. the loop that goes around the snout to hold the high collar in place.
3. the little straight strap ending in the O ring. This hangs down under dog's chin..
4. the other little straight strap ending with the little latch (don't know what it's called. Initially this also hangs down under dog's chin.
BTW, the movable Oring of the collar does not have to stay on top of dog's neck between the shoulder blades. In fact, with my dog, if I'm not using the GL, her collar moves all around depending.
So I just move the collar O ring under the chin to make things easier to attach.
To put it on the dog,
1. First put on the snout piece.
2. put on the high collar piece around dog's neck, just behind dog's ears.
3. Remove the leash from the O ring on the regular collar. The regular collar's O ring is under dog's chin.
4. Attach the leash to the O ring at the end of the little straight strap of the GL.
5. Attach the little latch at the end of the other little straight strap of the GL to the regular collar movable O ring, which is under dog's chin.
Just make sure that the snout piece fits correctly, snug but not too tight. The only problem with the GL I've had is when the snout piece is too loose and it comes off her snout and just hangs down. But then the leash seems a little longer so I can feel that.
This way, when you tug even very little, the collar pushes behind the dog's ears and the dogs respond quickly. And it doesn't bother the snout.
It's much easier to show in person. Writing about it is hard to do.
I hope you're not thoroughly confused. I have to read what I myself wrote at least 3 times going word by word. Ugh!

But how do you connect the gl to the movable ring on the collar? Because the o ring of the gentle leader is under the chin, how can you still have the collar in proper position if the collar movable ring is behind the dog's ears. Is there another strap you use? There is no way I could get the o ring under the chin and attach that to the leash along with the o ring on the collar and keep the o ring of the collar between her shoulders because the strap that comes from the chin doesn't extend far enough Unless perhaps you are using one leash clip for the gl and the other for the collar that way the leash is still short?
