Last evening the House of Representatives narrowly approved a motion to go to conference to resolve differences between the Senate and House tax reform bills. The final vote was 220-194. Eighteen Republicans voted against the motion or withheld their vote entirely.

The Senate adopted its tax reform bill early Saturday morning, December 2; however the Senate's conferees have not yet been appointed.

Following the passage of the Senate bill, there was speculation that, rather than appointing a conference committee to work out the differences between the Senate and House bills, the House might simply accept the Senate bill, allowing it to go straight to the President for signature. As it happens, there are some technical problems with the Senate-passed bill, requiring the House and Senate to conference the bill, alarming disability advocates. 

The reason disability advocates are so worried is because a conference opens up the process meaning that every provision of concern in either bill is on the table for inclusion in the final bill. That means the conference process means that the final bill could be more harmful to people with disabilities than is either the existing House or Senate bill. 

Another reason for concern is that there will be very little time for the advocacy community to respond to whatever agreement the conferees reach before the final bill is adopted by the House and Senate. Conference negotiations are conducted behind closed doors with only a single conference meeting conducted publically for the purpose of voting to approve the conferenced bill and return it to the House and Senate for final passage. All of that means that there is very little time to act. 

While it is vital that all of us contact our members of Congress and let them know about the importance of preserving programs and supports that enable people with disabilities to live independent productive lives, there are a few House conferees who should especially be contacted:

Congresswoman Diane Black is running for governor of Tennessee. 

Congresswoman Kristi Noem is running for governor of South Dakota. 

Congressman Walden is chair of Energy and Commerce, which is the House committee that deals with many disability issues. 

Congressman Shimkus is a high-ranking member of the Health Subcommittee that focuses on people with disabilities. 

Each needs to hear from advocates in their states.

Things are moving quickly. Right now, it is assumed that the conference committee will finish its negotiations sometime next week, but no one really knows when the process will be completed and a final bill sent to the President. It is important that our members of Congress understand how tax reform could imperil critical services, including rehabilitation, that give people with disabilities the opportunity to participate fully in society and to become tax paying contributing members of their communities. Please reach out to your members of Congress today and let them know that people with disabilities must not become the casualties of America's tax reform efforts.
