Call me Crazy: But I always thought that was the policy. 

When I lived in Fargo I went too and got dropped off at A Bus Stop.

Perhaps the only change is some of them didn't have signs but I thought they were stops.

Thanks for this anyway; I'll remember when I am in Fargo.
