Dear all
One of the main issues of the National Federation of the Blind that
has come up during the annual convention was a piece of language that
is being considered for an addition to the Workforce Investment Act
(WIA), which determines how and how much the Federal Minimum wage will
be applied in different states according to the Fair Labor Standards
Act (FLSA) that allows those under Vocational Rehabilitation to be
considered for being placed in sheltered workshops for sub-minimum
wage.

I am placing as an attachment to this document in Word 2003/1997
format the exact language for those who wish to look it over for
themselves.

What I would like is for folks to contact Senator Harkin who heads the
HELP (Health, Education, Labor and Pensions) committee in the senate
and tell him and others on the committee to remove section 511 from
the Workforce Investment Act allowing for sub-minimum wage; if you
need cover letters regarding this issue, you can visit the NFB's main
website
(www.nfb.org)
and look on their main site for the issue regarding "protests of
sub-minimum wage".  There should be links to all of the letters, as
well as other information.  If you have issues getting what you're
looking for, look under the Topic Index and go to "Laws and Language"
or call the main Jernigan center at:

and ask the operator to talk to Christian Cunkie.

The mark-up of the bill (the decision to add, modify, or remove parts
of a proposed bill) is on the 1st of August, so please hurry!
