Opening: The regular meeting of the Central Arkansas Chapter of the National Federation of the Blind of Arkansas (NFBAR) was called to order at 11:04 A.M., via Zoom, by President Cindy Scott-Huisman. NFBAR President Nena Chadwick led the members in reciting the NFB Pledge and One Minute Message. President Scott-Huisman welcomed members and guests, and introduced herself as the new Chapter President. She also stated that one of her primary goals was to grow the chapter membership.
 
Members Present: Cindy Scott-Huisman (President), Christian Ames (Vice-President), Betty Johnson (Treasurer), Kathy Rowland (Board Member), and Kyle Kiper (Board Member).The meeting was also attended by approximately 6 members, family, and friends.
 
Roll Call: Brent Philpot led the members and guests in an alphabetical roll call, facilitating the opportunity for all present to introduce themselves and be recognized. In addition to the above named attendees - John Michael Alexander, Cynthia Kiper, Abbas Husain Quamar, and Ginger Robertson were in attendance. 
 
Approval of Minutes: President Scott-Huisman expressed her appreciation, for the sharing of unsubmitted minutes from previous chapter meetings. She reviewed the chapter history, and the lack of a Chapter Secretary, and expressed her goal to resolve the empty board position. She also reviewed some topics, which she had pulled from previous minutes, and asked the membership for any comments or corrections. NFBAR President Chadwick advised that she was recording the chapter meeting, and would supply a link, to President Scott-Huisman’s designate, in-order-to more easily record accurate minutes. 
 
Treasurers Report: President Scott-Huisman discussed the current lack of a Treasurer’s Report, as the State Affiliate had been forced to take control of the account at some time in the past. She tabled the topic until later in the meeting.
 
Old Business: President Scott-Huisman discussed the lack of documentation, on topics and projects which the chapter had been addressing, prior to her taking office. She thanked the previous Chapter Secretary, for forwarding notes to her, so she could start formulating a plan. Vice-President Ames stated that he had reviewed some of the history, with the former Chapter President, and that the key issues being discussed were paratransit accessibility and medical documentation accessibility. He reminded the chapter that Rock Region Metro Director Charles Frazier had been a guest, at a prior chapter meeting, and that he had pledged to improve routing and service accessibility, as he works on increased funding. Also, Ames highlighted the chapter’s previous success in educating the former Arkansas Secretary of Health, in how to increase accessibility for citizens who are Blind, during the Governor’s Pandemic Updates and within the Arkansas Department of health’s COVID Website.
 
New Business: 
President Scott-Huisman advised that the chapter needed to fill the empty secretary position. A call for nominations was made. Board Member Kyle Kiper nominated himself, for the position, and noted that anyone else interested should also nominate themselves. There were no additional entries, and nominations were closed. A verbal vote was taken, and Secretary Kiper was elected unanimously.
 
President Scott-Huisman asked for nominations for the vacated board position, formerly held by the new secretary. Virginia Robertson and Brent Philpot both nominated themselves. Nominations were closed, and a verbal vote took place. Robertson was elected by the majority, and Philpot congratulated her on her new board position. Philpot added that he currently is the 2nd Vice-President of the State Affiliate and was just willing to lend his time if needed, for the benefit of the chapter.
President Scott-Huisman discussed the state of the chapter bank account, and how the state affiliate currently maintains the only signatory authorities. A discussion ensued, regarding the best allotment of authorized signatures, with the consensus resting on one member of the NFBAR Board and two members of the Central Arkansas Chapter Board being listed on the account, if the state affiliate approves. Vice-President Ames added his view that as the chapter has been active for over a year, and has a duly elected Treasurer, that a chapter member should have access. A discussion on whether a new account is necessary took place, with NFBAR President Chadwick submitting that the current chapter account still belongs to the Central Arkansas Chapter, and has been in operation for a long time. She added that the affiliate is only maintaining authority over it, until the chapter built itself up and elected a Treasurer. She also mentioned that there will be a statewide Treasurers, and Secretaries, meeting upcoming, in which best practices may be discussed. President Scott-Huisman suggested that the chapter wait for that meeting and follow through with the results of that discussion. 
 
President Scott-Huisman advised the membership that chapter dues are $10.00 and should be paid, preferably by check, to the National Federation of the Blind of Arkansas. She also advised that for every member, she needs updated names, addresses, email, phone, Date of Birth, and preferred format. A discussion on different ways to pay dues took place, including Virginia Robertson suggesting that there should be some way to pay online, as the national office has set up. John Michael Alexander, a meeting guest, suggested paying with a money order may be an option, as Vice-President Christian Ames has suggested that some members do not use checks. NFBAR President Chadwick said she is also researching ways to improve dues collections, at the state level. 
 
President Scott-Huisman discussed a goal of building the chapter’s presence within social media platforms. She reviewed the chapter’s Facebook group, but also discussed wanting to design a Facebook page, to enhance public relations and participation. The members agreed that a Facebook page would be beneficial, in addition to the group, as they serve different purposes. It was also agreed that the Facebook page administrator should have a goal of posting something at least twice a week, if not eventually daily. Christian Ames suggested that the page be fully ready for publication, prior to it being open to the public, with all information, contact points, and photos added. He and Virginia Robertson added that it should be a posted and understood administrator rule, that no partisanmaterial should be allowed on the page, along with any offensive material. Virginia Robertson discussed the Central Arkansas Chapter What’s App group, and how much she enjoys the ability to listen and share with members through social media. An invitation was extended to any members who wish to join the What’s App group. Kyle Kiper brought up the worldwide use of Twitter, and the need for the chapter to have a presence within that text-only platform. Brent Philpot agreed, and volunteered to develop and manage a chapter Twitter account, as he is currently doing the same for the affiliate. 
 
President Scott-Huisman advised that the Chapter Constitution has been reviewed, distributed to members, and submitted to the state affiliate and the national office. She recommended that members read it and express any points they would like to discuss or review for change. NFBAR President Chadwick added that as the chapter grows, it would be normal for the members to regularly review the constitution and make any changes, as the chapter changes. 
 
Presidential or Affiliate Board Member Announcements:
President Scott-Huisman asked NFBAR President Chadwick if she would like to make any announcements. Chadwick advised that as she has been learning the Affiliate President position, she has no announcements except that she invites all members to the NFBAR Board Meeting and that Washington Seminar will be coming up, in early 2021, and that she will share information as she receives it from national. 
 
Chapter Announcements:
Secretary Kyle Kiper reminded members of the recent 500thPresidential Release, and how to view or listen to it, via YouTube. Several members commented on the release, and other ways to listen to the monthly message. Kiper gave a short synopsis, of the most recent address by detailing the historic guests, Dr. Mark Maurer and Mary Ellen Jernigan. 
 
President Scott-Huisman asked if the current meeting time of 11:00 A.M., on the first Saturday of the Month, is agreed upon by the membership, or if it needs to change. Several members listed reasons why they like the current day and time, and it was agreed to keep the meeting date and time the chapter has established. 
 
Secretary Kyle Kiper advised the membership on the opportunity to record public service volunteer hours and gave a short explanation of how this benefits the state and national offices. He advised that any member who wishes to be included in the monthly registry, for recording hours, should approach NFBAR President Chadwick with their request. Several members showed an interest in doing so. President Scott-Huisman added some explanation, as she has experience with the value of Non-Profit Organizations recording and reporting their volunteer hours. NFBAR President Chadwick added that she, only in office for less then a month, had not heard of this program, and that she was going to follow-up during an upcoming Affiliate President Meeting.
 
President Scott-Huisman appealed to members to think about potential chapter advocacy projects, and to bring them to the attention of the membership. 
 
Board Member Virginia Robertson wished Happy Holidays to all the members, and President Scot-Huisman added her own wishes for all members to enjoy the Holiday Season. 
 
Brent Philpot moved that the chapter meeting be adjourned, and Virginia Robertson seconded.

Approval of Minutes: President Scott-Huisman expressed her appreciation, for the sharing of unsubmitted minutes from previous chapter meetings. She reviewed the chapter history, and the lack of a Chapter Secretary, and expressed her goal to resolve the empty board position. She also reviewed some topics, which she had pulled from previous minutes, and asked the membership for any comments or corrections. NFBAR President Chadwick advised that she was recording the chapter meeting, and would supply a link, to President Scott-Huisman’s designate, in-order-to more easily record accurate minutes. 
 
Treasurers Report: President Scott-Huisman discussed the current lack of a Treasurer’s Report, as the State Affiliate had been forced to take control of the account at some time in the past. She tabled the topic until later in the meeting.
 
Old Business: President Scott-Huisman discussed the lack of documentation, on topics and projects which the chapter had been addressing, prior to her taking office. She thanked the previous Chapter Secretary, for forwarding notes to her, so she could start formulating a plan. Vice-President Ames stated that he had reviewed some of the history, with the former Chapter President, and that the key issues being discussed were paratransit accessibility and medical documentation accessibility. He reminded the chapter that Rock Region Metro Director Charles Frazier had been a guest, at a prior chapter meeting, and that he had pledged to improve routing and service accessibility, as he works on increased funding. Also, Ames highlighted the chapter’s previous success in educating the former Arkansas Secretary of Health, in how to increase accessibility for citizens who are Blind, during the Governor’s Pandemic Updates and within the Arkansas Department of health’s COVID Website.

President Scott-Huisman advised that the chapter needed to fill the empty secretary position. A call for nominations was made. Board Member Kyle Kiper nominated himself, for the position, and noted that anyone else interested should also nominate themselves. There were no additional entries, and nominations were closed. A verbal vote was taken, and Secretary Kiper was elected unanimously.
 
President Scott-Huisman asked for nominations for the vacated board position, formerly held by the new secretary. Virginia Robertson and Brent Philpot both nominated themselves. Nominations were closed, and a verbal vote took place. Robertson was elected by the majority, and Philpot congratulated her on her new board position. Philpot added that he currently is the 2nd Vice-President of the State Affiliate and was just willing to lend his time if needed, for the benefit of the chapter.

A discussion ensued, regarding the best allotment of authorized signatures, with the consensus resting on one member of the NFBAR Board and two members of the Central Arkansas Chapter Board being listed on the account, if the state affiliate approves. Vice-President Ames added his view that as the chapter has been active for over a year, and has a duly elected Treasurer, that a chapter member should have access. A discussion on whether a new account is necessary took place, with NFBAR President Chadwick submitting that the current chapter account still belongs to the Central Arkansas Chapter, and has been in operation for a long time. She added that the affiliate is only maintaining authority over it, until the chapter built itself up and elected a Treasurer. She also mentioned that there will be a statewide Treasurers, and Secretaries, meeting upcoming, in which best practices may be discussed. President Scott-Huisman suggested that the chapter wait for that meeting and follow through with the results of that discussion. 
 
President Scott-Huisman advised the membership that chapter dues are $10.00 and should be paid, preferably by check, to the National Federation of the Blind of Arkansas. She also advised that for every member, she needs updated names, addresses, email, phone, Date of Birth, and preferred format. A discussion on different ways to pay dues took place, including Virginia Robertson suggesting that there should be some way to pay online, as the national office has set up. John Michael Alexander, a meeting guest, suggested paying with a money order may be an option, as Vice-President Christian Ames has suggested that some members do not use checks. NFBAR President Chadwick said she is also researching ways to improve dues collections, at the state level.

She reviewed the chapter’s Facebook group, but also discussed wanting to design a Facebook page, to enhance public relations and participation. The members agreed that a Facebook page would be beneficial, in addition to the group, as they serve different purposes. It was also agreed that the Facebook page administrator should have a goal of posting something at least twice a week, if not eventually daily. Christian Ames suggested that the page be fully ready for publication, prior to it being open to the public, with all information, contact points, and photos added. He and Virginia Robertson added that it should be a posted and understood administrator rule, that no partisanmaterial should be allowed on the page, along with any offensive material. Virginia Robertson discussed the Central Arkansas Chapter What’s App group, and how much she enjoys the ability to listen and share with members through social media. An invitation was extended to any members who wish to join the What’s App group. Kyle Kiper brought up the worldwide use of Twitter, and the need for the chapter to have a presence within that text-only platform. Brent Philpot agreed, and volunteered to develop and manage a chapter Twitter account, as he is currently doing the same for the affiliate. 
 
President Scott-Huisman advised that the Chapter Constitution has been reviewed, distributed to members, and submitted to the state affiliate and the national office. She recommended that members read it and express any points they would like to discuss or review for change. NFBAR President Chadwick added that as the chapter grows, it would be normal for the members to regularly review the constitution and make any changes, as the chapter changes. 
 
Presidential or Affiliate Board Member Announcements:

Chadwick advised that as she has been learning the Affiliate President position, she has no announcements except that she invites all members to the NFBAR Board Meeting and that Washington Seminar will be coming up, in early 2021, and that she will share information as she receives it from national.

Several members commented on the release, and other ways to listen to the monthly message. Kiper gave a short synopsis, of the most recent address by detailing the historic guests, Dr. Mark Maurer and Mary Ellen Jernigan. 
 
President Scott-Huisman asked if the current meeting time of 11:00 A.M., on the first Saturday of the Month, is agreed upon by the membership, or if it needs to change. Several members listed reasons why they like the current day and time, and it was agreed to keep the meeting date and time the chapter has established. 
 
Secretary Kyle Kiper advised the membership on the opportunity to record public service volunteer hours and gave a short explanation of how this benefits the state and national offices. He advised that any member who wishes to be included in the monthly registry, for recording hours, should approach NFBAR President Chadwick with their request. Several members showed an interest in doing so. President Scott-Huisman added some explanation, as she has experience with the value of Non-Profit Organizations recording and reporting their volunteer hours. NFBAR President Chadwick added that she, only in office for less then a month, had not heard of this program, and that she was going to follow-up during an upcoming Affiliate President Meeting.
 
President Scott-Huisman appealed to members to think about potential chapter advocacy projects, and to bring them to the attention of the membership.

She thanked the previous Chapter Secretary, for forwarding notes to her, so she could start formulating a plan. Vice-President Ames stated that he had reviewed some of the history, with the former Chapter President, and that the key issues being discussed were paratransit accessibility and medical documentation accessibility. He reminded the chapter that Rock Region Metro Director Charles Frazier had been a guest, at a prior chapter meeting, and that he had pledged to improve routing and service accessibility, as he works on increased funding. Also, Ames highlighted the chapter’s previous success in educating the former Arkansas Secretary of Health, in how to increase accessibility for citizens who are Blind, during the Governor’s Pandemic Updates and within the Arkansas Department of health’s COVID Website.
 
New Business: 
President Scott-Huisman advised that the chapter needed to fill the empty secretary position. A call for nominations was made. Board Member Kyle Kiper nominated himself, for the position, and noted that anyone else interested should also nominate themselves. There were no additional entries, and nominations were closed. A verbal vote was taken, and Secretary Kiper was elected unanimously.

Philpot added that he currently is the 2nd Vice-President of the State Affiliate and was just willing to lend his time if needed, for the benefit of the chapter.

A discussion ensued, regarding the best allotment of authorized signatures, with the consensus resting on one member of the NFBAR Board and two members of the Central Arkansas Chapter Board being listed on the account, if the state affiliate approves. Vice-President Ames added his view that as the chapter has been active for over a year, and has a duly elected Treasurer, that a chapter member should have access. A discussion on whether a new account is necessary took place, with NFBAR President Chadwick submitting that the current chapter account still belongs to the Central Arkansas Chapter, and has been in operation for a long time. She added that the affiliate is only maintaining authority over it, until the chapter built itself up and elected a Treasurer. She also mentioned that there will be a statewide Treasurers, and Secretaries, meeting upcoming, in which best practices may be discussed. President Scott-Huisman suggested that the chapter wait for that meeting and follow through with the results of that discussion. 
 
President Scott-Huisman advised the membership that chapter dues are $10.00 and should be paid, preferably by check, to the National Federation of the Blind of Arkansas. She also advised that for every member, she needs updated names, addresses, email, phone, Date of Birth, and preferred format. A discussion on different ways to pay dues took place, including Virginia Robertson suggesting that there should be some way to pay online, as the national office has set up. John Michael Alexander, a meeting guest, suggested paying with a money order may be an option, as Vice-President Christian Ames has suggested that some members do not use checks. NFBAR President Chadwick said she is also researching ways to improve dues collections, at the state level.

She reviewed the chapter’s Facebook group, but also discussed wanting to design a Facebook page, to enhance public relations and participation. The members agreed that a Facebook page would be beneficial, in addition to the group, as they serve different purposes. It was also agreed that the Facebook page administrator should have a goal of posting something at least twice a week, if not eventually daily. Christian Ames suggested that the page be fully ready for publication, prior to it being open to the public, with all information, contact points, and photos added. He and Virginia Robertson added that it should be a posted and understood administrator rule, that no partisanmaterial should be allowed on the page, along with any offensive material. Virginia Robertson discussed the Central Arkansas Chapter What’s App group, and how much she enjoys the ability to listen and share with members through social media. An invitation was extended to any members who wish to join the What’s App group. Kyle Kiper brought up the worldwide use of Twitter, and the need for the chapter to have a presence within that text-only platform. Brent Philpot agreed, and volunteered to develop and manage a chapter Twitter account, as he is currently doing the same for the affiliate. 
 
President Scott-Huisman advised that the Chapter Constitution has been reviewed, distributed to members, and submitted to the state affiliate and the national office. She recommended that members read it and express any points they would like to discuss or review for change. NFBAR President Chadwick added that as the chapter grows, it would be normal for the members to regularly review the constitution and make any changes, as the chapter changes.

He advised that any member who wishes to be included in the monthly registry, for recording hours, should approach NFBAR President Chadwick with their request. President Scott-Huisman added some explanation, as she has experience with the value of Non-Profit Organizations recording and reporting their volunteer hours. NFBAR President Chadwick added that she, only in office for less then a month, had not heard of this program, and that she was going to follow-up during an upcoming Affiliate President Meeting.

President Scott-Huisman welcomed members and guests, and introduced herself as the new Chapter President. She also stated that one of her primary goals was to grow the chapter membership.
 
Members Present: Cindy Scott-Huisman (President), Christian Ames (Vice-President), Betty Johnson (Treasurer), Kathy Rowland (Board Member), and Kyle Kiper (Board Member).The meeting was also attended by approximately 6 members, family, and friends.
 
Roll Call: Brent Philpot led the members and guests in an alphabetical roll call, facilitating the opportunity for all present to introduce themselves and be recognized. In addition to the above named attendees - John Michael Alexander, Cynthia Kiper, Abbas Husain Quamar, and Ginger Robertson were in attendance. 
 
Approval of Minutes: President Scott-Huisman expressed her appreciation, for the sharing of unsubmitted minutes from previous chapter meetings. She reviewed the chapter history, and the lack of a Chapter Secretary, and expressed her goal to resolve the empty board position. Vice-President Ames added his view that as the chapter has been active for over a year, and has a duly elected Treasurer, that a chapter member should have access. John Michael Alexander, a meeting guest, suggested paying with a money order may be an option, as Vice-President Christian Ames has suggested that some members do not use checks. NFBAR President Chadwick said she is also researching ways to improve dues collections, at the state level.

He and Virginia Robertson added that it should be a posted and understood administrator rule, that no partisanmaterial should be allowed on the page, along with any offensive material. Virginia Robertson discussed the Central Arkansas Chapter What’s App group, and how much she enjoys the ability to listen and share with members through social media. NFBAR President Nena Chadwick led the members in reciting the NFB Pledge and One Minute Message. President Scott-Huisman welcomed members and guests, and introduced herself as the new Chapter President. She also stated that one of her primary goals was to grow the chapter membership.
 
Members Present: Cindy Scott-Huisman (President), Christian Ames (Vice-President), Betty Johnson (Treasurer), Kathy Rowland (Board Member), and Kyle Kiper (Board Member).The meeting was also attended by approximately 6 members, family, and friends.
 
Roll Call: Brent Philpot led the members and guests in an alphabetical roll call, facilitating the opportunity for all present to introduce themselves and be recognized. In addition to the above named attendees - John Michael Alexander, Cynthia Kiper, Abbas Husain Quamar, and Ginger Robertson were in attendance. 
 
Approval of Minutes: President Scott-Huisman expressed her appreciation, for the sharing of unsubmitted minutes from previous chapter meetings. She reviewed the chapter history, and the lack of a Chapter Secretary, and expressed her goal to resolve the empty board position. She also reviewed some topics, which she had pulled from previous minutes, and asked the membership for any comments or corrections. NFBAR President Chadwick advised that she was recording the chapter meeting, and would supply a link, to President Scott-Huisman’s designate, in-order-to more easily record accurate minutes. 
 
Treasurers Report: President Scott-Huisman discussed the current lack of a Treasurer’s Report, as the State Affiliate had been forced to take control of the account at some time in the past. She tabled the topic until later in the meeting.

She thanked the previous Chapter Secretary, for forwarding notes to her, so she could start formulating a plan. He reminded the chapter that Rock Region Metro Director Charles Frazier had been a guest, at a prior chapter meeting, and that he had pledged to improve routing and service accessibility, as he works on increased funding. A discussion ensued, regarding the best allotment of authorized signatures, with the consensus resting on one member of the NFBAR Board and two members of the Central Arkansas Chapter Board being listed on the account, if the state affiliate approves. Vice-President Ames added his view that as the chapter has been active for over a year, and has a duly elected Treasurer, that a chapter member should have access. A discussion on whether a new account is necessary took place, with NFBAR President Chadwick submitting that the current chapter account still belongs to the Central Arkansas Chapter, and has been in operation for a long time. She added that the affiliate is only maintaining authority over it, until the chapter built itself up and elected a Treasurer. She also mentioned that there will be a statewide Treasurers, and Secretaries, meeting upcoming, in which best practices may be discussed. She also advised that for every member, she needs updated names, addresses, email, phone, Date of Birth, and preferred format. A discussion on different ways to pay dues took place, including Virginia Robertson suggesting that there should be some way to pay online, as the national office has set up. John Michael Alexander, a meeting guest, suggested paying with a money order may be an option, as Vice-President Christian Ames has suggested that some members do not use checks. NFBAR President Chadwick said she is also researching ways to improve dues collections, at the state level.

She reviewed the chapter’s Facebook group, but also discussed wanting to design a Facebook page, to enhance public relations and participation. The members agreed that a Facebook page would be beneficial, in addition to the group, as they serve different purposes. It was also agreed that the Facebook page administrator should have a goal of posting something at least twice a week, if not eventually daily. Christian Ames suggested that the page be fully ready for publication, prior to it being open to the public, with all information, contact points, and photos added. He and Virginia Robertson added that it should be a posted and understood administrator rule, that no partisanmaterial should be allowed on the page, along with any offensive material. Virginia Robertson discussed the Central Arkansas Chapter What’s App group, and how much she enjoys the ability to listen and share with members through social media. An invitation was extended to any members who wish to join the What’s App group. Kyle Kiper brought up the worldwide use of Twitter, and the need for the chapter to have a presence within that text-only platform. Brent Philpot agreed, and volunteered to develop and manage a chapter Twitter account, as he is currently doing the same for the affiliate. 
 
President Scott-Huisman advised that the Chapter Constitution has been reviewed, distributed to members, and submitted to the state affiliate and the national office. She recommended that members read it and express any points they would like to discuss or review for change. NFBAR President Chadwick added that as the chapter grows, it would be normal for the members to regularly review the constitution and make any changes, as the chapter changes.

Several members listed reasons why they like the current day and time, and it was agreed to keep the meeting date and time the chapter has established. 
 
Secretary Kyle Kiper advised the membership on the opportunity to record public service volunteer hours and gave a short explanation of how this benefits the state and national offices. He advised that any member who wishes to be included in the monthly registry, for recording hours, should approach NFBAR President Chadwick with their request. Several members showed an interest in doing so. President Scott-Huisman added some explanation, as she has experience with the value of Non-Profit Organizations recording and reporting their volunteer hours. NFBAR President Chadwick added that she, only in office for less then a month, had not heard of this program, and that she was going to follow-up during an upcoming Affiliate President Meeting.
 
President Scott-Huisman appealed to members to think about potential chapter advocacy projects, and to bring them to the attention of the membership.

Opening: The regular meeting of the Central Arkansas Chapter of the National Federation of the Blind of Arkansas (NFBAR) was called to order at 11:04 A.M., via Zoom, by President Cindy Scott-Huisman. NFBAR President Nena Chadwick led the members in reciting the NFB Pledge and One Minute Message. President Scott-Huisman welcomed members and guests, and introduced herself as the new Chapter President. She also stated that one of her primary goals was to grow the chapter membership.
 
Members Present: Cindy Scott-Huisman (President), Christian Ames (Vice-President), Betty Johnson (Treasurer), Kathy Rowland (Board Member), and Kyle Kiper (Board Member).The meeting was also attended by approximately 6 members, family, and friends.
 
Roll Call: Brent Philpot led the members and guests in an alphabetical roll call, facilitating the opportunity for all present to introduce themselves and be recognized. In addition to the above named attendees - John Michael Alexander, Cynthia Kiper, Abbas Husain Quamar, and Ginger Robertson were in attendance. 
 
Approval of Minutes: President Scott-Huisman expressed her appreciation, for the sharing of unsubmitted minutes from previous chapter meetings. She reviewed the chapter history, and the lack of a Chapter Secretary, and expressed her goal to resolve the empty board position. She also reviewed some topics, which she had pulled from previous minutes, and asked the membership for any comments or corrections. NFBAR President Chadwick advised that she was recording the chapter meeting, and would supply a link, to President Scott-Huisman’s designate, in-order-to more easily record accurate minutes. 
 
Treasurers Report: President Scott-Huisman discussed the current lack of a Treasurer’s Report, as the State Affiliate had been forced to take control of the account at some time in the past. She tabled the topic until later in the meeting.
 
Old Business: President Scott-Huisman discussed the lack of documentation, on topics and projects which the chapter had been addressing, prior to her taking office. She thanked the previous Chapter Secretary, for forwarding notes to her, so she could start formulating a plan. Vice-President Ames stated that he had reviewed some of the history, with the former Chapter President, and that the key issues being discussed were paratransit accessibility and medical documentation accessibility. He reminded the chapter that Rock Region Metro Director Charles Frazier had been a guest, at a prior chapter meeting, and that he had pledged to improve routing and service accessibility, as he works on increased funding. Also, Ames highlighted the chapter’s previous success in educating the former Arkansas Secretary of Health, in how to increase accessibility for citizens who are Blind, during the Governor’s Pandemic Updates and within the Arkansas Department of health’s COVID Website.
 
New Business: 
President Scott-Huisman advised that the chapter needed to fill the empty secretary position. A call for nominations was made. Board Member Kyle Kiper nominated himself, for the position, and noted that anyone else interested should also nominate themselves. There were no additional entries, and nominations were closed. A verbal vote was taken, and Secretary Kiper was elected unanimously.

She also advised that for every member, she needs updated names, addresses, email, phone, Date of Birth, and preferred format. A discussion on different ways to pay dues took place, including Virginia Robertson suggesting that there should be some way to pay online, as the national office has set up. John Michael Alexander, a meeting guest, suggested paying with a money order may be an option, as Vice-President Christian Ames has suggested that some members do not use checks. NFBAR President Chadwick said she is also researching ways to improve dues collections, at the state level.

She reviewed the chapter’s Facebook group, but also discussed wanting to design a Facebook page, to enhance public relations and participation. The members agreed that a Facebook page would be beneficial, in addition to the group, as they serve different purposes. It was also agreed that the Facebook page administrator should have a goal of posting something at least twice a week, if not eventually daily. Christian Ames suggested that the page be fully ready for publication, prior to it being open to the public, with all information, contact points, and photos added. He and Virginia Robertson added that it should be a posted and understood administrator rule, that no partisanmaterial should be allowed on the page, along with any offensive material. Virginia Robertson discussed the Central Arkansas Chapter What’s App group, and how much she enjoys the ability to listen and share with members through social media. An invitation was extended to any members who wish to join the What’s App group. Kyle Kiper brought up the worldwide use of Twitter, and the need for the chapter to have a presence within that text-only platform. Brent Philpot agreed, and volunteered to develop and manage a chapter Twitter account, as he is currently doing the same for the affiliate.

She recommended that members read it and express any points they would like to discuss or review for change. Several members commented on the release, and other ways to listen to the monthly message. Kiper gave a short synopsis, of the most recent address by detailing the historic guests, Dr. Mark Maurer and Mary Ellen Jernigan. 
 
President Scott-Huisman asked if the current meeting time of 11:00 A.M., on the first Saturday of the Month, is agreed upon by the membership, or if it needs to change. Several members listed reasons why they like the current day and time, and it was agreed to keep the meeting date and time the chapter has established. 
 
Secretary Kyle Kiper advised the membership on the opportunity to record public service volunteer hours and gave a short explanation of how this benefits the state and national offices. He advised that any member who wishes to be included in the monthly registry, for recording hours, should approach NFBAR President Chadwick with their request. Several members showed an interest in doing so. President Scott-Huisman added some explanation, as she has experience with the value of Non-Profit Organizations recording and reporting their volunteer hours. NFBAR President Chadwick added that she, only in office for less then a month, had not heard of this program, and that she was going to follow-up during an upcoming Affiliate President Meeting.
 
President Scott-Huisman appealed to members to think about potential chapter advocacy projects, and to bring them to the attention of the membership. 
 
Board Member Virginia Robertson wished Happy Holidays to all the members, and President Scot-Huisman added her own wishes for all members to enjoy the Holiday Season.

Opening: The regular meeting of the Central Arkansas Chapter of the National Federation of the Blind of Arkansas (NFBAR) was called to order at 11:04 A.M., via Zoom, by President Cindy Scott-Huisman. NFBAR President Nena Chadwick led the members in reciting the NFB Pledge and One Minute Message. President Scott-Huisman welcomed members and guests, and introduced herself as the new Chapter President. She also stated that one of her primary goals was to grow the chapter membership.
 
Members Present: Cindy Scott-Huisman (President), Christian Ames (Vice-President), Betty Johnson (Treasurer), Kathy Rowland (Board Member), and Kyle Kiper (Board Member).The meeting was also attended by approximately 6 members, family, and friends.
 
Roll Call: Brent Philpot led the members and guests in an alphabetical roll call, facilitating the opportunity for all present to introduce themselves and be recognized. In addition to the above named attendees - John Michael Alexander, Cynthia Kiper, Abbas Husain Quamar, and Ginger Robertson were in attendance. 
 
Approval of Minutes: President Scott-Huisman expressed her appreciation, for the sharing of unsubmitted minutes from previous chapter meetings. She reviewed the chapter history, and the lack of a Chapter Secretary, and expressed her goal to resolve the empty board position. She also reviewed some topics, which she had pulled from previous minutes, and asked the membership for any comments or corrections. NFBAR President Chadwick advised that she was recording the chapter meeting, and would supply a link, to President Scott-Huisman’s designate, in-order-to more easily record accurate minutes. 
 
Treasurers Report: President Scott-Huisman discussed the current lack of a Treasurer’s Report, as the State Affiliate had been forced to take control of the account at some time in the past. She tabled the topic until later in the meeting.
 
Old Business: President Scott-Huisman discussed the lack of documentation, on topics and projects which the chapter had been addressing, prior to her taking office. She thanked the previous Chapter Secretary, for forwarding notes to her, so she could start formulating a plan. Vice-President Ames stated that he had reviewed some of the history, with the former Chapter President, and that the key issues being discussed were paratransit accessibility and medical documentation accessibility. He reminded the chapter that Rock Region Metro Director Charles Frazier had been a guest, at a prior chapter meeting, and that he had pledged to improve routing and service accessibility, as he works on increased funding. Also, Ames highlighted the chapter’s previous success in educating the former Arkansas Secretary of Health, in how to increase accessibility for citizens who are Blind, during the Governor’s Pandemic Updates and within the Arkansas Department of health’s COVID Website.
 
New Business: 
President Scott-Huisman advised that the chapter needed to fill the empty secretary position. A call for nominations was made. Board Member Kyle Kiper nominated himself, for the position, and noted that anyone else interested should also nominate themselves. There were no additional entries, and nominations were closed. A verbal vote was taken, and Secretary Kiper was elected unanimously.
 
President Scott-Huisman asked for nominations for the vacated board position, formerly held by the new secretary. Virginia Robertson and Brent Philpot both nominated themselves. Nominations were closed, and a verbal vote took place. Robertson was elected by the majority, and Philpot congratulated her on her new board position. Philpot added that he currently is the 2nd Vice-President of the State Affiliate and was just willing to lend his time if needed, for the benefit of the chapter.
President Scott-Huisman discussed the state of the chapter bank account, and how the state affiliate currently maintains the only signatory authorities. A discussion ensued, regarding the best allotment of authorized signatures, with the consensus resting on one member of the NFBAR Board and two members of the Central Arkansas Chapter Board being listed on the account, if the state affiliate approves. Vice-President Ames added his view that as the chapter has been active for over a year, and has a duly elected Treasurer, that a chapter member should have access. A discussion on whether a new account is necessary took place, with NFBAR President Chadwick submitting that the current chapter account still belongs to the Central Arkansas Chapter, and has been in operation for a long time. She added that the affiliate is only maintaining authority over it, until the chapter built itself up and elected a Treasurer. She also mentioned that there will be a statewide Treasurers, and Secretaries, meeting upcoming, in which best practices may be discussed. President Scott-Huisman suggested that the chapter wait for that meeting and follow through with the results of that discussion.
