Go to this link below.   It is an article which has some good information. It also suggest some tools that can be used for making sites accessible for almost all disabilities.  

Also From their browser a developer can search for “how to make a web site accessible”.  From that search they will find many suggestions and companies that can help, for a fee of course.  There are also .list serves one can join to ask questions and get answers.
