[NFB-Arkansas] Format

Here is the updated format for the Chapter Constitutions.
Please start working on them and I am hoping to have all of them done before State Convention so that we can send them in to National.So that gives us 6 months!

Remember, this format is just that!  You can use this as a guideline.  Also, think about this as an addition to:  The duties of the President, vice, and the rest of the board be written out so that new members will know what the job duties are for that position.
