[NFB-Arkansas] White cane day at WSB

The NFB of Arkansas will be very present at the White Cane Safety Day event
on October 13.

Cindy Scott Huisman will be speaking, and I will be there selling raffle
tickets. Yall come join us virtually or in person. Here's the information:
