[NFB-Blind-Crafters] shawl pattern?

Someone sent this ruffle baby blanket to the list a while back.  It could
probably be adapted to become a shawl.  Looks like the ruffle is created by
making big changes in needle size.

Ruffled Baby Afghan Instructions: 
CO 135 sts with size 13 US (9 mm) needles.
 K 7 rows.
 Change to size 3 US (3.25 mm) needles.
 K7 rows.
 Change to size 13 US (9 mm) needles again and cont in this manner. 
BO when it's the desired length, finishing with the larger needles.
