That’s a good question. No, it doesn’t. Isn’t 13 inches a whole lot of ease? Isn’t it usually around 4 inches?

Does it provide any information about positive or negative ease?

I’m looking at some sweater patterns, and there’s a bit in the size that’s confusing me. A pattern has bust size where my size is the last measurement, but it also has an actual size where my size is the 2nd measurement. The last measurement in the “actual size” is 13 inches bigger than the bust size. That seems really weird to me.
Thoughts?
