You mentioned that these instructions were in a drawing book.  My guess is that there probably is a section in that book that explains the approach that they are using to instruct you which dots to press.  The goal is to have you create a pattern of dots that will look like a shape when you touch it.  Therefore, it probably doesn't have anything to do with UEB or even the grade of braille.  They are just trying to tell you which characters or dot patterns to emboss to make up the shape of the drawing.

As several people have already written, when you see digits separated by dashes, it is likely that you push those keys at the same time and then release those keys.  Every character could be written as digits separated by dashes, but it is faster to indicate the letter "P" rather than writing 1-2-3-4.  If the "P" is written with the dots five and six embossed before it, but the instructions don't actually say 5-6 p, then the dots five and six are a letter-sign or grade one indicator to make it clear that the single letter "P" is to be written as others have suggested.  I would not expect that you would use dots five and six before the letter P unless the instructions actually say dots 5-6 p.  

The challenge of doing something like this is that you have to do it exactly right to have it come out correctly.  To be absolutely certain, look to see if the notation being used is described somewhere in the book itself as I mentioned before.  I think we are making pretty good guesses to help you, but if you can find a section in the book that explains all of this, that should be your source.

Aww now that makes better sense. Thank you sooo much ! I am going to  try the snowman again. Are the dashes between 456 mean one at a time or I press all the keys on the braille writer for the last part of line one in making a shamrock?

Hi list ken from NJ here.  A question popped into my head about something.  Early this year I got a friend into the NFB into one of our local divisions.  Still working on the chapter part.  I had gone to school with her about 50 years ago when we were very young. She had cerebral palsy like me and is now living in a home run by enable Inc. that is formerly united cerebral palsy in NJ.  She graduated the new York institute for the blind in 1975.  My question is she has lost the sensitivity in her fingers and can no longer read braille.  Am pretty sure she still remembers her braille but it’s a problem lets say if she wanted or needed to take down a phone number.  Are there any courses or perhaps some kind of a therapy that she could have to sharpen her sensitivity in her fingers to once again read braille?  I have heard of that happening sometimes I don’t know if this is related to cerebral palsy or not but when I knew her she didn’t have problem with her hands, just her legs like me.  We all took occupational therapy classes while at the matheny school in Peapack.  Any thought braille users?  Thanks.
