Staff at hardware stores were always happy to help with things like this for my former students. You might call ahead to ask since it's an uncommon request. I suspect there's a good chance their resident metalworker or keymaker would assist. If you like the filing idea but no one around you will accommodate, let me know and I could ask my neighbor to make you a set. It would take him 5 minutes.
