[NFB-Braille-Discussion] Free matter for the blind to New Zealand

According to USPS, you can send USPS free matter to locations inside and
outside the USA. Sending to locations outside the USA requires additional
qualifications. The following websites are among the sources I find when I
search for "Free Matter for the Blind, International."

All of that said, I have experienced difficulty with sending free matter to
individuals and organizations meeting USPS qualifications who are outside
the USA. While staff at my USPS office read the regulations and tell me it
is authorized, it has always been returned by staff in the distribution
center.
