Background

    * State and regional project centers that support the deafblind
community have not received an increase in federal appropriations in
more than 20 years. As a result, many families miss out on important
services for their children, such as on-site technical assistance and
family instruction.
    * Many programs operate with personnel trained only in special
education with no skills or competency in deafblindness leaving
children who are deafblind at risk.
    * The modest increase of $5 million in funding, long overdue,
would increase access to on-site technical assistance, teacher
training, and information dissemination and training and training and
support to educational teams.
    * Additional information is available at the Deafblind Coalition
website (<http://www.dbcoalition.org/help.htm>www.dbcoalition.org/help.htm).
    * There will be a similar letter going out shortly on the Senate side.
