Tracey:
I suspect that if they can communicate with the computer, they would be able to use finger spelling. I think, like in the one relationship I had, it's a matter of compromize just like any other issue. She may need to improve upon her English, he will need to learn some form of sign.
Either way, I hope the 2 of you are able to make things work.

Scott: One thing you would need to take into consideration is please remember that ASL is not English. Does the lady know how to read/write English? If they are communicating on the computer now to some extent then that would indicate that she is at least able to understand basic English. Fingerspelling would only work if the lady can understand English language.
Again, the most important thing for the couple is to contact HKNC. They can do so by going to the webpage www.hknc.org. Once they locate their regional representative the rest will fall in place since their representative will then have the best resources to assist them. We don't really know all the details of this couple's situation or where they live so we can't really give them the best info.
Also, about Amanda attending FSDB. Please remember the Deaf and the Blind department are separate schools (I am a graduate of FSDB and 2 of my 3 kids attend school there). The Deaf and the Blind don't really socialize and they remain on their own ends of the campus for the most part. Going to the school does not guarantee that you are a member of either society (Deaf or Blind).
I extend my best wishes to this couple and hope they find all the tools they need to succeed and have a successful relationship. - Tracie
