[nfb-db] affiliate president's survey of deaf-blind

Someone else can give you a better defination, but in simple terms. an SSp, is a special service provider. Someone who is the ears and eyes for a person who is deafblind. This is the case for a person who needs to communicate with sign, or for a person who needs what is being said around them repeated, so that its better heard.
