[nfb-db] affiliate president's survey of deaf-blind

Hi Sheila,
An SSP is a Support Service Provider.  They facilitate communication but 
do not act as interpreter in medical or legal appointments. They do not 
make decision or do personal care for the DB. But they provide 
orientation to an environment and assist with transportation.
