Gerardo,

 From what it sounds like, the type of counselor your interested in 
pursuing is a rehabilitation counselor.  They work with disabled clients 
to help them find jobs or finish their education and identify assistive 
technology that would best meet the needs of the client in home and work.

I do not know anything about the Texas, personally, although my 
brother-in-law if from El Paso Texas, so I can't recommend areas to look 
for apartments.  However, most urban cities set aside apartments that 
are low cost for seniors and disabled.

As far as transportation, urban cities will have paratransit systems 
available, since taking public transportation with profound hearing loss 
and vision loss is a daunting task.  Though I know a few DB who do.  But 
they need to have excellent mobility skills either with a cane or guide dog.

Have you joined the Human Services list?  I am not sure if I have seen 
you there or not; but it is an excellent forum to explore ideas about a 
profession, get tips and support.  They have an Education and advocacy 
committee as well, if you are interested.  They have been very 
accommodating when I have been on the conference calls. They make sure 
that only one person speaks at a time, they say their name and speak 
clearly.
