[NFB-DB] Accessibility of Creating Closed Captioning

I agree with Jennifer: adding a transcript in the comments section is a good way to offset this. I'm not quite sure how to add in captions manually. It is also a good idea to add who is speaking. To the transcript to eliminate confusion unless there is only 1 person speaking.
