[NFB-DB] NFB DB constitution as passed at NFB#23.

	Deaf blind or vision family. I am going to include a copy of the Constitution this was approved during July  third organization meeting in Houston Texas.


I would like to take a moment to thank our president of the national Federation of the blind of Missouri, and the president of National Federation of the Blind of Oregon was very gracious assistance during our meeting. And i will ask for assistance when, where it is needed.
