That is a wonderful question and one which I asked repeatedly for all the years that I flew with guide dogs at my feet. I hate the baldhead row because there is often only a curtain between you and the next section up and the dog can slide all over the place, and then, as was pointed out, whether you have a dog or not, you are not allowed to put anything at your feet as you do in every other row in the plane. Because of my additional disability, I have not been able to have a dog for a while, and so now my request for a seat, always specifies, please put me somewhere near the front, but not the bulkhead row. It's been working beautifully for me for the last several trips .
