FIN just did decision-making on the bill.  It moved out of 
committee.
 
The following amendments were made:
  *  deleting the 911 fund; replacing it w/general fund;
  *  leaving the dollar amounts blank (this is not unusual);
 
Upon questioning by one of the committee members, FIN
chair Oshiro said that the Health Chair (Yamane) asked for
the rules language be left in.
 
Chair Oshiro asked reaffirmed that he thought this was a good
program and felt it was worthy to move forward.  (This was in
rebuttal to Rep. Marumoto's concern that this would become
something the state would then have to continue from here on;
Oshiro said, "Yeah probably...but this is a good program."
