[Nfb-idaho] icbvi split of federal rehab funds

A number of people have expressed interest in writing to the Governor about 
increasing the proportion of federal funds that is distributed to the 
Commission for the Blind in comparison to the Division of Voc rehab in this 
State.  I have been requested to state the goal for those who are writing 
letters to use as a part of their letters.  Please do not try to copy what I 
write below, but I will state the issue as simply as I can for your use.

We are asking that the twelve percent of the federal rehab money that is now 
available to the Idaho Commission for the Blind and Visually Impaired be 
increased to sixteen percent.  Thus, the split will change from 12/88 to 
16/84.  Since DVR is returning large amounts of funds back to the federal 
government regularly over the past few years, it makes sense for the ICBVI 
to have the opportunity to use it fer its services.  The ICBVI has enough 
state match to use at least this much additional money, and the blind need 
the services.  And we should give some examples of additional services that 
would be beneficial.
