[Nfb-idaho] New Chapter formed

A temporary chair was elected who is Tyler Zumwalt.  A full slate will be
elected in April.  

Also an answer to Larry's question: Palouse is a region and a county in that
part of Idaho.  I think Palouse County is just north of Moscow.  Palouse
Empire broadens the region and at least includes Lewiston. It is pronounced
paloos with the stres on the second syllable.
