Their is a diference between groups and pages, and it can be beneficial to
have both. Pages are great for public announcements, however they do not
lend themselves to be good discussion environments. Whereas groups are much
better for member discussion and interaction. For example,  fundraisor
announcements may be posted on both the group and the page, but the page is
where most of the public would see the announcement. The group is useful for
discussing various things. Anywhere from next years state convention to how
do I write such-and-such in UEB etc.
Also, tipically only one or two people would post announcements to a page,
whereas anyone who is a member of the group can post questions or items of
interest. 

I hope this helps, or at least does not cause anymore confusion.
