Aha!  The puzzle pieces fit, and you are probably right.  I know it would be 
great to have  the IDF office fully staffed, plus another couple of rehab 
teacher positions, but the money we would acquire would not be enough for 
salaries, yet put more stress on trying to spend down so we wouldn't lose 
the 15%.

I think partly because the administrator is new. Also, the commission would
need to figure out where to spend the state resources. If state resources
were used to get a greater federal match, then ICBVI's 15% would be bigger
and we would need to spend more on WIOA or lose a greater amount of funds.

I did not have the sheet in front of me when asking the question, so
apologize for misquoting, but it is the fact sheet listing all the agency's
services.  I don't understand why the agency shouldn't ask for more funding,

given that Idaho's population is growing, services are becoming more costly,

etc.

Judy, which fact sheet are you talking about?  All of them are asking for
funding, just not increases.  Iesdb is asking for some increase, but icbvi
is not asking for much more than cost of living.  Probably that has
something too do with the change in leladership and something to do with
pressure from financial planners, but that's a bit of a guess.

Transportation is the most complicated.
