I just got Ramona's and your message.  Both were in my junk e-mail.  Thank you so much for this info.  I can't figure out how to tag a friend with my IPhone but can do it using a computer.

Yes, keep in mind the instructions are dependent on you using the Facebook app on the phone and having a strategy for figuring out which pictures are which in your camera roll. 
You can start in the Facebook app by activating the option to create a post, then find and activate the photo or video button. You may be prompted to allow facebook to access your camera and camera roll. The dialogs are clear and the buttons to perform your desired action to allow are labled and understandable. A grid of images appear in the facebook app, populated from your camera roll. The top left icon is for the camera if you want to take the picture in the moment. As you flic to the right pictures are identified by the date and time they were taken or saved to the camera roll. So this method is dependent on you knowing the date and time the picture was taken.  Using this method you can add alt text to the image, in addition to typing a comment to go with it. After you select the picture you want to include in the post you go back to the top of the screen to locate the ”done” buton and activate it. Focus goes back to the post screenflick to the right as many times as necesary to find the “more” button and activate it. It follows the ”make 3d” button as you flick. A list of options appears. Locate and activate the option to edit alt text. On the screen that appears you locate and interact with the edit box, type the description, locate and activate the “done” button. Focus returns to the main post page. If you haven’t yet, and want to, comment on the picture find and activate the edit box and type. When you are all done locate the “post” button and activate it. Keep in mind you can skip the alt tex steps, if you want, alt text tell other screen reader users what is in the picture but could also be typed as a comment. I often do this. I type ID: or PD: for image description or picture description and then type the description rather than going through all the alt text steps. 
Alternatively you can start in the photos app. Select the picture you want to share, then locate and activate the share button. A grid displaying all the places you can share appears. You can chose between your news feed or story.O If you are trying to post the picture to a group or page this methon will not work. activate the button for the location you want to post to. As far as i can tell you cannot add alt text to an image if you post it this way, but you can type a short description in the post if you want. This method is great if you use label elements feature to lable and keep track of pictures in your camera roll though.
Are you now wondering about the label elements feature? 
If you two-finger double-tap and hold on a picture in your camera roll a box appears where you can type a label or short description of a picture after you take it, or save it, to your camera roll. I am not great about it but months later i am always happy i did it when i find the ones i did label haha
