[NFB-Idaho] Washington Seminar will be a virtual event for all affiliates this year

I received notification from President Riccobono that the Washington seminar
will be a virtual event for all affiliates. The rapid spread of the virus
and the likelihood of in-person meeting cancelations at the  last minute,
contributed to this decision.
