One other thought.  You might try working each leg by doing double knitting.

It is a technique of working flat (back & forth on 2 straight needles), but
it produces a tube.  It is another good way of making a small circumfrence. 
I'm assuming the bottome of the legs will be closed, so if you cast on the
total number of stitches, then Knit a stitch, slip 1 stitch to the end then
on the second row, you wil slip those sts you knit on the row below and knit
the stitches that were previously slipped.  2 rows of double knitting equals
1 complete round.  It may take working 3 or four rows before you will be
able to feel the double sided fabric pulling apart.  Once it is as long as
the legs hould be, I'd seperate the sts onto 2 seperate needles and just
cast off in sequence or attach to the main body of the squid.
